California has minimal oversight, meaning that it requires home educators to register with the state, but does not do anything to ensure homeschooled students are receiving an adequate education.

Child Safety: California has no child welfare safeguards: caregivers under active investigation for abuse and caregivers convicted of crimes against children and sexual offenses are permitted to homeschool.
Notification: California requires home educators to notify the state that they are homeschooling every year.
Assessments: California does not require home educators to assess students for academic progress.
Home Educator Qualifications: California does not require all home educators to have a high school diploma or equivalent to homeschool through high school.
Subject Requirements: California requires home educators to teach some core subjects.
